Gov. Hogan and the COVID vaccine blame game | COMMENTARY

If Gov. Larry Hogan doesn't want to blame anyone for the sluggish rollout of Maryland's COVID-19 vaccine program, then he should make sure the state is using every resource it can to get shots to as many people as possible.
