Researchers find Baltimore spy plane a small help in crime fight, but still not drawing conclusions

Researchers at the Rand Corp. found Baltimore’s so-called “spy plane” brought small increases to the number of shootings, homicides and carjackings solved by police, but they stopped short of concluding whether or not the controversial program is worthwhile.
